This study aims to list the requirements of IMO A.857 and IALA V – 128 for the VTS then conduct a comparative analysis and score the level of implementation of regulations in the VTS Surabaya. The final result of scoring is the implementation of rules from IMO A.857 which gains 81%, which is higher than the implementation of IALA V–128 which only gains 67% of compliance. Several recommendations were made directed to the policymakers to elevate the efficiency of work of the VTS Surabaya.
