Migration Rebound Without Transformation: Post-COVID Labor Outflows And The Limits Of Brain Drain From Pakistan
Abstract
The migrant rush that followed the COVID in Pakistan has elicited the most far-reaching accusations about the unprecedented brain drain. Using only the official data of the Pakistan Bureau of Emigration and Overseas Employment (BEOE) of 20192022. The study utilized a comparative descriptive design to assess the volume of migration, distribution of migration destinations, provincial source of migration and the skill composition of migration across three periods which are pre-COVID (2019), COVID (20202021) and the early post-COVID recovery (2022). It is based on the Human Capital Theory (Sjaastad, 1962; Becker, 1964) and Push-Pull Theory (Lee, 1966). Results show that in 2019, annual outflows dropped to 225,213 and in 2020, the amount dropped to 832,339; in 2022, over 90% of the entire outflows went to the Gulf Cooperation Council states and low- to semi-skilled workers comprised more than half of all outflows. The 2022 cohort of highly qualified and highly skilled migrants was only 5% of the total number. Disaggregated occupational analysis confirms that doctors, engineers, teachers, and IT professionals each constituted less than 1% of annual outflows with a worrying trend of increasing numbers of nurses leaving the profession each year since 2019. The study concludes that the post-COVID migration is not a transformational change as it is a structural rebound and that the brain drain narrative is not backed by the official record. The responses to the policy issues should focus on the welfare of migrants, their skills enhancement, and retention of nurses instead of general professional-retention strategies.
