Abstract

This study explores the influence of proactive safety culture, regulatory compliance, and comprehensive risk assessment practices on occupational health and safety (OHS) performance within Nigeria’s high-risk industries, including oil and gas, construction, and infrastructure. The objective is to assess how strategic HSE management practices contribute to improved safety outcomes and organizational resilience. A quantitative research[1] design was adopted, relying on primary data collected through structured questionnaires from 300 HSE professionals and operational managers across various high-risk sectors in Nigeria. The study utilized descriptive and inferential statistics to examine the relationships between the identified variables. Results indicate that all three independent variables significantly and positively affect OHS performance. Among them, the establishment of a proactive safety culture had the strongest impact, followed by effective risk assessment procedures and strict adherence to regulatory frameworks. The findings reinforce the critical role of integrated HSE strategies in achieving zero-incident goals, reducing workplace hazards, and enhancing overall operational efficiency. The study offers actionable insights for industry leaders seeking to align safety management with business continuity and performance improvement objectives.
